Details: Institutional development funding is a distinct public funding instrument aimed at increasing the autonomy and agency of cultural institutions, enhancing their performance, efficiency, and impact, strengthening their capacity to create high-quality cultural products, engage new audiences, attract additional resources, and adapt to social changes and emerging challenges.

The programme is designed to complement core, programme-based, and project-based funding. It comprises four programme lots: institutional capacity, management development, audiences and cultural services, and financial sustainability. The pilot programme is designed for a five-year period and will involve 8–12 participating institutions.

Contents:

• Context and concept: prerequisites and the concept of development-oriented funding;

• Pilot details: pilot project model, participation requirements, programme financial architecture, pilot programme funding lots, eligible expenditures, and competitive selection;

• Implementation: pilot implementation, evaluation of results, and programme scaling.
